The NWFP Chief Minister Akram Khan Durrani has directed for improved intelligence gathering mechanism and foolproof security arrangements to ensure peace in the holy month of Muharram. The MMA government was not lacking the will, determination and resolves to establish the writ of its government, he added. He was presiding over a high level meeting to review law and order situation and adjustment and redeployment of forces to avert any untoward incident during the holy month of Muharram.
Chief secretary NWFP, home secretary, commandant FRP, commandant Frontier Constabulary, IGP and other high-ranking officials of law enforcing agencies attended the meeting.
The chief minister said that the intelligence gathering mechanism should be innovative and effective. The vigilance should be so effective that even the symptoms of an expected event should be reported and necessary measures taken to control the situation. Once the situation swells there required a lot of efforts for damage control, he remarked.
Durrani said that frontier province was short of police Jawans. The numerical strength of the police personnel and law enforcing agencies was meagre but still we have better law and order situation than rest of the country. He said that we should not be complacent and should be more alert and vigilant for more improvement on ground. He said that at centre and other provinces the better law and order situation in the frontier province was constantly quoted. This is because of our full time devotion and vigilance, he added.
The chief minister directed the police high-ups to take curative measures to discourage kidnapping for ransom and other felony and misdemeanour as these were creating unrest among the people. The police should not spare the criminals and tighten their nose around them so that nobody should dare indulging in the criminal activities.
He called upon the senior police officers for effective patrolling because their patrolling would keep their subordinate officers alert and consequently the situation should get further improved. He said that there were reports in certain cases of burning, as the police did not register FIRs.
The miseries of the victims got compounded and they face mental perturbation. In such instances the victims held responsible the government and they are right because a responsible and responsive government should respond to the call of the people and his government wanted peace to every one and particularly wanted a peaceful society. He said, the task is huge, the resources merger and the disorder immeasurable, however, we have the wherewithal to deliver in consonance with the people aspirations.
The chief minister assured to provide everything including force multipliers to bring drastic improvement in the efficiency of law enforcing agencies. He also directed for redeployment of forces at hot and sensitive places through readjustment.
The police and other law enforcing agencies should be at red alert to deal with any eventuality. The security situation should be constantly monitored and there should be no room for any sabotage activity. We should also keep vigil on those trying to pollute the peace of the people of tranquil cities of the province.
Earlier, the secretary home and IGP briefed the participants of the meeting about the contingency plan during the month of Muharram ul Haram.
He said that traffic congestion in choking points in Peshawar city and traffic hazards at the interior, outlets and inlets of Peshawar has become a constant problem, which not only affecting the efficiency of traffic police but also is a constant source of problem for the general public. There might be some efforts to thin out the vehicular traffic on certain routes. The problems identified by the participants of earlier meeting should be on ground. He said, "I would convene a meeting to see how much progress made".
He said, the government would also support anti-encroachment for the benefit of smooth traffic. He directed to discourage vehicles plying on routes without permit. All responsible should devotedly discharge their duties that would benefit the people, he added.
The chief minister wished to submit him a proposal to make the traffic police more dynamic and discourage postings and transfers in the force. We wish improved traffic system and an organised traffic force that could deliver.
He asked that the provincial government would provide all financial assistance for the purpose. The meeting reviewed the security arrangements during Muharram.
